A Regular Meeting of Council took place on May 13, 2025 and a Special Meeting of Council took place on May 20, 2025 relating to the Town’s Housing Action Plan.
May 13th Regular Meeting of Council
Reading of Oath by Councillor Wahamaa
At the May 13th meeting, the appointment of new Councillor Lora Wahamaa was finalized with the reading of the Oath of Office.
Recommendation regarding Purchase of New Recreation Truck
Council approved the purchase of a 2025 Ford F-150 XL 4 by 4 pick-up truck from Northern Ford for the Community and Recreation Department to replace the 2010 Chevrolet Silverado 1500. Quotes were received for equivalent trucks from all local dealers in line with the Town’s Procurement Policy and the low bidder was selected in this case as the truck met all required specifications.
Agreement for Use of Unopened Laneway
Council approved that an agreement be executed with a property owner for the use of lands legally described as PCL 22213 SEC SWS; BLK C PL M883 MERRITT; ESPANOLA. The described lands are an unopened municipal laneway that will be used for the purposes of providing a shared driveway for two new multi-residential builds on Second Avenue.

Housing Action Plan
A report was provided updating Council on the Housing Action Plan progress. The Town is on track to achieve its goal of 100 new units from 2025 to 2028. In relation, Council approved the one-time set up purchase of $57,900 for the PSD City Wide cloud-based e-permitting system which is intended to create efficiencies in the Building Department through digitization and continued work with J.L. Richards and Associates Limited on the Town’s Geographical Information System (GIS). Finally, Council also approved various Zoning Bylaw Amendments which have the effect of making housing development more flexible in line with the Housing Action Plan amongst other general housekeeping amendments.
